I think most of the irc blends are made by sutliff but the recepies are from back in the day and are pretty well the same, from what I can recall . Heck , they may have been made by sutliff forever ... it wasn't something I would have asked about in the 80's .
I think I copy pasted an irc thread from the old psf that gives a nutshell run down on their line . I'll just have to get my laptop charged to get to it. It isn't charging well and I've been using a tablet for Some time . Anyway , their " flavor profile " is truly their own and they incorporate latakia , in small doses , in many of their blends .. even aromatics . They do it in such a way as to make it where the lat doesn't come off as lat but more just somehow add to the roundness of the blends flavor ... if that makes sense

I'm not exactly sure what happened with the European manufacturers.
