This is exactly how I started my experimentation. I'd make up a batch of casing and divide up some tobacco into 3 x 1oz batches and case them all to varying degrees. There is definitely a point of diminishing returns on casing, where the flavor is intense, but smoking it is like licking a lit cigar torch due to sugars burning. Adding stoved Virginia was always my preference over sugar, and relying primarily on the "flavoring" part of the casing and not the sugar to get what I was aiming at. I failed.. a lot.. before finding what worked.

Man I havent been able to try the flavoring thing yet. I did try some black cav. mixed with a couple of different burly tobaccos but didnt have much luck with that.

I'm digging this 50/50 mix of ODF and the PS Toasted Burley. The burley on its own is ok, a bit bland and a little dusty tasting, but it mixes great with stronger flavored tobaccos and sort of mellows them out. It's a tumbled flake and really helps with the burn of the other flakes I've tried it with, Hansom and the ODF, which have flavor to spare.
